TECHNICAL WRITER Develop communication program management plans for operations in the air, space and cyberspace domains to include: network systems operations, information assurance, computer network defense and electronic protection; expeditionary C&I; data links management; spectrum management; information resource management, including CIO duties; systems engineering and architecture design; telecommunications, space, command and control, and flight-line systems maintenance; postal operations. DESCRIPTION: LGS Innovation is seeking a Data Modeler to work at the customer site in Crystal City, VA. The Office of the Director of National Intelligence (ODNI), Business Transformation Office (BTO) is initiating Integrated Process Teams (IPTs) to analyze and make process improvement recommendations for the Intelligence Community (IC) business processing in hiring, procurement, budgeting, and asset management.
The DNI initiated an IC business transformation program to realize the DNI’s Vision 2015 goal of having an integrated planning, programming, budgeting, enterprise management, and associated business system. The goal of business transformation is to streamline and modernize major business functions, processes, and systems across the IC. The goal has evolved from a singular focus on auditability into an overall business transformation initiative with the objectives of designing, implementing and maintaining efficient and effective processes. These processes will yield timely and reliable business information through improved access, integration, collaboration, and sharing of critical data ultimately improving and transformation various IC decision making processes.
Responsibilities: Work with the existing EA team to support on-going processes and activities. Work with the ICTP and IC Information Sharing (ICIS) teams to refine data stewardship way forward for Mission and Business segments across the IC. Define data elements for each process and document the relevant transition dates Support and work with community data stewards and data within the EA database and align them to the IC mission and business processes. Coordinate data architecture stewardship and definition with mission and business owners and other stakeholders. Incorporate target data elements into the overall EnterpriseArchitecture Transition Plan. Provide general support to include (applies to all members of ICTP): Prepare executive-level reports, as necessary. Record actions and minutes of meetings, as required. Track the implementation of recommendations, as required. Distribute decisions, minutes, and other material to interested parties, as required. Support current ICTP processes and activities. Serve as an ODNI CIO representative at IC-wide meetings, as necessary. Coordinate activities with other ODNI CIO components/teams. Brief senior leadership, as required. Report on status and completion of assigned actions Perform other related duties as assigned.
Qualifications: Data modeling skills – Must have 5 years of experience in design and development of conceptual/logical data models (normalized) and physical data models. Familiarity with DoDAF or FEAF, and ISO 11179 standard is required. Must have experience in collaborating with and working jointly with other teams and customers to understand and capture the data requirements in order to develop the data models. Must have experience in developing enterprise level data models based on subject areas or functional areas (horizontal view of the enterprise). Data analysis skills – Must have experience in conducting data quality analysis of source data, identifying root causes and potential solutions. Familiarity with transportation and logistics data is beneficial. Familiarity with enterprise architectures using DoDAF such as OV-7. Hands-on experience with SQL and relational databases. Experience with integrating data models with process or activity models using DoDAF or FEAF architectures. Possess a Bachelor's; 8 years with Master's; 6 years with Ph.D. Willingness to travel locally (within the Washington DC Metropolitan area) Possess an Industrial Security Staff Approval/Top Secret (ISSA/TS) clearance with access to Sensitive Compartmented Information (SCI) based on a full field background investigation and a counter-intelligence polygraph test. Desired: Ability to work comfortably in a multi-vendor, high-energy environment.
