amd93@yahoo.comThe Partnership for Supply Chain Management (PFSCM) is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President’s Emergency Plan for AIDS Relief. SCMS strengthens or establishes secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, we assist programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them. The project presently has field offices in sixteen countries that provide significant technical assistance to supply chain organizations in strengthening their capacity to manage national supply chains for medicines and laboratory equipment and consumables essential to strengthening public health
systems. Given the mission-critical role of data to the performance of a supply chain, improving the quality and availability of logistics management information through implementation of robust logistics management information systems, warehouse management systems and other MIS tools is paramount to achieving the goal of systems strengthening which is both a Global Health Initiative (GHI) and SCMS priority.
OVERALL RESPONSIBILITIES:
The Senior Web Designer is a member of the Management Information Systems (MIS) unit within the Operations Team at SCMS. S/he will provide strategic guidance and technical expertise in the design and oversight of SCMS web applications and websites to strengthen the capacity and performance of supply chain organizations and health stakeholders to use our websites and data for decision-making. S/he will lead the development and monitor the implementation of the SCMS global web applications strategy and technical assistance framework. These will be based on established international standards and designed to ensure that all MIS web efforts produce internationally benchmarked outputs and outcomes that meet client needs. S/he works with other MIS Unit staff and SCMS Teams to coordinate resources, to ensure activities are on track and to ensure that technical outputs are of high quality. S/he reports to the MIS Unit Manager through the MIS Operations
Manager.
SPECIFIC RESPONSIBILITIES:
1. Lead the development of SCMS’ global web infrastructure that sets the project goals, strategies and standards for MIS web applications to support the SCMS organizations at all levels
2. Lead the development of web based technical applications, as required, for SCMS and VPP. This includes both external website and intranet web site.
3. Ensure the SCMS MIS global web strategies are being appropriately considered throughout the planning, implementation and evaluation phases of MIS operations.
4. Develop new web infrastructure for the PFSCM and SCMS intranet website, including user interface, security concerns, hosting environments, etc.
5. Work with the Business Intelligence Analyst and unit BI leads to develop a user focused environment with best of UI/UX standards.
SPECIFIC REQUIREMENTS:
1. Design systems using JAVA, .NET or similar framework as appropriate.
2. Experience with feasibility and requirements analyses for existing systems or new requests for automation that may include third party Commercial-Off-the-Shelf (COTS)/Government-Off-the-Shelf (GOTS) software packages.
3. Experience designing, programming, documenting, and maintaining automation between interfaces. Including custom development for web interfaces.
4. Have significant software development experience in a) Oracle Portal website environment, b) Oracle 10g database and application server, and c) JAVA or J2EE.
5. Experience in UI/UX design and development.
6. Education – Bachelor’s Degree
ADDITIONAL DESIRED SKILLS:
1. Working knowledge of MS ACCESS, Adobe Forms, and web applets.
2. Working knowledge of Section 508 compliancy issues, user interface and usability for web design, as well as Oracle 11G , mySQL Server, and LINUX
3. Working knowledge of Google Urchin.
4. Working knowledge of Oracle WebPortal.
5. Working knowledge of Oracle Data Warehouse.
6. Business Intelligence application suite user interface (web)
This is a full-time position at the Arlington, VA Program Management Office, not requiring any international travel.
